NCLC 7 and Express Entry: what reaching it actually unlocks
NCLC 7 in all four French skills is the line where French stops being a nice extra and starts changing your odds. Two effects on your points, and one on which draws you are even in.
What NCLC 7 means
NCLC (Niveaux de compétence linguistique canadiens) is the French scale IRCC uses. It runs level for level with the English CLB scale, so NCLC 7 is treated as CLB 7 in every calculation. It is roughly a solid B2: you can hold a structured conversation, argue a position, and handle an unfamiliar topic under time pressure.
On the TCF Canada, NCLC 7 means 458 in listening, 453 in reading, and 10 out of 20 in both speaking and writing. All four have to reach it independently. Your usable level is your weakest skill, because Express Entry never averages the four.
Effect 1: core points for French as a second official language
If English is your first official language, your French adds core points on top:
| French level per skill | Points per skill |
|---|---|
| NCLC 4 or lower | 0 |
| NCLC 5 to 6 | 1 |
| NCLC 7 to 8 | 3 |
| NCLC 9 or higher | 6 |
Add the four together, up to a cap of 24 points (22 if you have an accompanying spouse or partner). At NCLC 7 across the board that is 12 core points. At NCLC 9 across the board it is the full 24.
Effect 2: the French-proficiency bonus
This is separate from the core points, and it is the big one:
- NCLC 7 or higher in all four French skills, with CLB 4 or lower in English or no English test: 25 CRS points.
- NCLC 7 or higher in all four French skills, with CLB 5 or higher in English: 50 CRS points.
Miss NCLC 7 in even one skill and this bonus is zero. There is no partial credit. This is why the last skill to reach NCLC 7, usually speaking, is worth more than the three that are already there.
Effect 3: French-language category draws
Since 2023, IRCC has run category-based draws that only invite candidates with strong French. Strong French here means the same bar: NCLC 7 or higher in all four abilities.
The reason this matters so much: in 2026 these French-language draws have invited candidates at CRS scores between roughly 391 and 420, while Canadian Experience Class draws have stayed at 507 or higher. A profile that would never be invited in a general draw gets invited in a French draw with room to spare. For a lot of people, French is not worth 50 points. It is worth the difference between an invitation and several more years.
Is it realistic for you
NCLC 7 is a real target, not a stretch, for someone already around B1 who prepares with structure. Three to six months is the typical range. Faster if you are closer to B2 already, longer if you are starting lower. Anyone promising you NCLC 7 in four weeks is selling you something.
The skill that decides it is almost always speaking, because it is the one you cannot cram and the one where structure counts as much as vocabulary. That is the skill to measure first.
